Government presented 15 measures to simplify relations with the State

The government has announced 15 measures aimed at promoting the standardization, simplification and digitalization of public services, to make it easier for the state to relate to citizens and companies. 

Among the measures, which will be implemented by the end of 2025, are: the creation of digital health cards for pregnant women, children and young people, a new service so that foreigners can apply for identification numbers in one go and the extension of the validity period of the Portuguese electronic passport.

The measures were presented yesterday, July 16, at the first Council of Ministers dedicated to the Digital Transition and Modernization.

These are the 15 measures announced:

  1. Identification Numbers for Foreign Citizens at a Glance 
  2. Pregnant women's digital health bulletin 
  3. Digital child and adolescent health bulletin 
  4. Dematerialization of the dentist voucher 
  5. Allocation of the National User Number in all maternity wards 
  6. Simplification of the initial parental allowance 
  7. Family document management
  8. Changing your address is easy 
  9. Extension of the validity period of the Portuguese Electronic Passport from 5 to 10 years
  10. Inclusion of new cards in the id.gov digital wallet
  11. Lost Wallet digital service
  12. Exemption from the Export Declaration 
  13. Dematerialization of VAT registration 
  14. Creation of the Teacher's Card and Digital Biographical Record
  15. End of requests for enabling documents in public procurement.

With the exception of extending the validity period of passports, the government expects the measures to be implemented by the end of 2025.

The government has also announced other innovations for “simpler public services”, such as the creation of a new brand for digital services - gov.pt.

New gov.pt brand - a single point of entry

The Minister for Youth and Modernization, Margarida Balseiro Lopes, presented the gov.pt brand, which will act as a digital gateway to Public Administration services for companies and citizens. This new brand will exist as a portal, which will be an evolution of the current ePortugal portal, and an application for mobile devices to be launched in early 2025.

New reserved area with more features

Margarida Balseiro Lopes said that “citizens will have a reserved area in which they will be able to access the entire history of their interactions with the State, whether on the website, in the application, in face-to-face service, in a store or Citizen Spot, or via the telephone line”. 

The Council of Ministers also approved “a decree-law that limits the creation of more portals and applications in the Public Administration”, as the existing ones will be progressively concentrated on gov.pt from September 2024. The decree also states that the Citizen Card and the Digital Mobile Key will be the “only authentication methods so that citizens don't have several passwords to access the public administration”.
