Who can view the driving licence points?

All people with any type of Portuguese driving licence.

What are the documents and requirements to view the driving licence points?

To view the points on your driving licence, you need to authenticate yourself on the Driver's Desk or on the Portal de Contraordenações Rodoviárias.

Authentication on these platforms can be done with:

Digital Mobile Key (CMD)
Portuguese Citizen Card
Portuguese Tax Identification Number (NIF) and password - only at the Portal de Contraordenações Rodoviárias for registered users.

How do driving licence points work?

The Portuguese points-based driving licence system came into effect on June 1, 2016, assigning 12 initial points to each driving licence.

Points are removed depending on the committed kind of traffic offence (contraordenações graves, contraordenações muito graves, crimes rodoviários). Points are added if you do not commit any of these offences for 3 years.

You lose points if you commit:

Contraordenação grave (serious traffic offence) - 2 points lost
Contraordenação muito grave (very serious traffic offence) - 4 points lost
Crime rodoviário (road crime) - 6 points lost (See the IMT's 'Manual of Civil and Criminal Liability' for more information about road crimes - only available in Portuguese).

In some cases, a contraordenação grave can remove 3 points and contraordenação muito grave can remove 5 points. Learn more in the 'Frequently Asked Questions' on the Autoridade Nacional da Segurança Rodoviária (ANSR) portal.

You earn points if:

during three years you do not commit any contraordenação grave, contraordenação muito grave, or crime rodoviário - you get 3 points
in each revalidation period of your driving licence you have not committed any crime rodoviário and you have voluntarily attended a road safety training course - you get 1 point (up to a maximum of 16 points).

Misdemeanors

Contraordenações leves (light traffic offences) do not result in the loss of points on the driving licence.

If you commit a contraordenação leve during a period of 3 years, you can gain 3 points at the end of that period, provided you do not commit contraordenações graves, contraordenações muito graves, or crimes rodoviários during that time.

When your licence has only:

4 or 5 points - you will have to attend a road safety training course
1 to 3 points - you have to retake the driving theory test
0 points - you will lose your driving licence, and will have to wait 2 years until you can apply for a new one.

What is the support legislation?

Decree-Law No. 114/94, of May 3 - Approves the Highway Code

Law nr. 116/2015, of August 28th - Fourteenth amendment to the Highway Code, which introduces the points system and the cancellation of the driving licence

Regulatory Decree no. 1-A/2016, of May 30 - Determines the rules for attending road safety training sessions and for taking the theoretical test of the driving exam, within the scope of the points system and the revocation of the driving licence.
